The Resource Environmental Center in Albania (REC Albania) is seeking a qualified Legal Expert to define the scope and framework for diagnostic analyses on justice practices, with a particular emphasis on the criminal investigation and environmental enforcement of environmental abuse by police in Albania. This consultancy is part of the “Environmental Justice in Albania” project supported by the European Union.
Project Overview
The EJA project aims to enhance access to environmental justice in Albania by improving legal and judicial capacities and increasing public participation. One of the project’s key objectives is to conduct a comprehensive diagnostic assessment titled “Cap and Gap Series: The Green Justice and Grey Crime in Albania”, examining the justice trajectory concerning environmental abuse through the lenses of police, prosecution, court systems, and the role of media.
Key responsibilities:
- Defining assessment timeframes
- Advising on mapping of key institutions, including law enforcement agencies
- Framing the geographic scope across pilot regions
- Outlining methodologies and sources for examination
- Providing criteria for selecting case studies
- Suggesting data collection methods focusing on police investigative practices
- Assessing current practices of police in investigating environmental crimes
- Evaluating the existing legal framework for environmental enforcement
- Providing recommendations for enhancing police investigative practices
Qualifications:
- Expertise in environmental law, criminal law, and law enforcement processes, particularly in the context of Albania and the EU framework
- Strong research and analytical skills
- Excellent communication abilities
- Attention to detail and adaptability
- At least 5 years of relevant work experience
- Proven experience writing research reports
- Proven experience in law enforcement practices and handling environmental cases
- Independence and freedom from conflicts of interest
