The Resource Environmental Center in Albania (REC Albania) is seeking a qualified Legal Expert to define the scope and framework for diagnostic analyses on justice practices, with a particular emphasis on the prosecution of environmental abuse in Albania. This consultancy is part of the “Environmental Justice in Albania” project supported by the European Union.

Project Overview

The EJA project aims to enhance access to environmental justice in Albania by improving legal and judicial capacities and increasing public participation. One of the project’s key objectives is to conduct a comprehensive diagnostic assessment titled “Cap and Gap Series: The Green Justice and Grey Crime in Albania”, examining the justice trajectory concerning environmental abuse through the lenses of police, prosecution, court systems, and the role of media.

Key responsibilities:

  • Defining assessment timeframes
  • Advising on key institutions to be approached, including prosecutorial bodies
  • Outlining methodologies and sources for examination
  • Providing criteria for selecting case studies
  • Suggesting data collection methods focusing on prosecutorial practices and outcomes

 

Qualifications:

  • Expertise in environmental law, criminal law, prosecutorial and judicial processes, particularly in the context of Albania and the EU framework
  • Strong research and analytical skills
  • Excellent communication abilities
  • Attention to detail and adaptability
  • At least 5 years of relevant work experience
  • Proven experience writing research reports
  • Independence and freedom from conflicts of interest

 

Duration: Final output due by July 28, 2024
